District Bonds & Projects
-Water, Sanitary Sewer, and Drainage and Storm Sewer System Bond Projects
The District sold $6,180,000 in water, sanitary sewer, and drainage bonds in January 2021. The sale of these bonds will fund improvements to the District’s water, sanitary sewer and storm sewer systems. Below is the status of the current improvement projects.
-Water Treatment Plant Improvement Project
This project includes expanding the capacity of the District’s existing water supply and treatment facilities to provide for redundant capacity, as well as, add additional site security, and add system resiliency to address natural hazards such as hurricanes and flooding. Design is underway. Construction is anticipated to start in the Fall of 2025 with additional improvements to Gulfstream Park negotiated by the District and Townewest HOA.
-Fort Bend County Municipal Utility District No. 2 Water Supply and Treatment Facility Improvement Project and associated Stormwater Detention Facility
The District is currently underway with an improvement project for its existing water supply and treatment facility (“Water Supply Facility”) located at the end of “Westedge Drive”. The existing Water Supply Facility was mostly constructed in the 1970’s. The improvement project is needed to replace aged components, expand capacity to serve existing undeveloped land within the District, expand capacity to serve future redevelopment of existing commercial properties within the District, and to increase the resiliency and security of the overall water supply system.
In addition, improvements to the Water Supply Facility, a stormwater detention facility is required by Fort Bend County, the area flood plain administrator. The purpose of the stormwater detention facility is to ensure there are no adverse drainage impacts within the District and beyond, resulting from the improvements to the Water Supply Facility. The stormwater detention facility will be located on the “West” end of “Townewest Gulfstream Park”. The stormwater detention facility will be blended into the existing park aesthetic in a way that will allow the community to continue enjoying the area while adding amenities and other park improvements.
The exhibit below shows the overall concept of the stormwater detention facility and park improvements. The additional amenities and park improvements include concrete pathway replacement and enhanced pathway connectivity, new park benches, new lighting, new perimeter fencing, security and access improvements, new irrigation, and drainage improvements.

-Storm Sewer System Improvement Project
This project includes replacement or rehabilitation of the District’s existing storm sewer system under-ground piping, manholes and storm inlet structures. Design is underway. Construction is anticipated to start in the Summer of 2025.-Storm Sewer System Improvement Project

-Electronic Water Service Meter Replacement Project - Completed
This project included the replacement of the traditional mechanical water service meters with electronic water service meters at all homes and business served by the District. The electronic water service meters are more accurate and will allow real-time monitoring of your water usage, and provide leak detection alarming, among other features. Replacement of the meters is completed.
-Recreational Bond Projects
The voters authorized $10,000,000 in recreational bonds at the May 2019 election. Funds from the sale of these bonds are programmed to be used for recreational improvement projects to enhance public spaces, including beautification in the rights of way, and in other common areas in the District.
Fort Bend County is currently underway with construction of improvements to Old Richmond Road between Sugar Land Howell Road and Belknap Road which are scheduled to be complete sometime in 2024-2025.
Fort Bend County is also currently in the design phase for improvements to Burney Road and Old Richmond Road between W. Bellfort Avenue and Sugarland Howell Road, and Belknap Road between W. Bellfort Avenue and Old Richmond Road. The current scheduled completion dates for these projects are sometime in 2024-2025.
The ongoing and planned county roadway improvement projects significantly impact the final scope of the proposed recreational bond projects. Because of this, the Board of Directors has placed making application for, and selling recreational bonds on hold until the Fort Bend County roadway improvement projects are completed to avoid wasting resources and your tax dollars.
The Board of Directors’ goal is to be in a position to begin construction on the recreational improvement projects as soon as the Fort Bend County roadway improvement projects are completed.

"What makes us flow?" Fort Bend County Municipal Utility District No. 2 (FBC MUD #2) was created by the Texas Water Rights Commission, now the Texas Commission on Environmental Quality (TCEQ) in 1972, and operates pursuant to Chapter 49 and Chapter 54 of the Texas Water Code. The TCEQ exercises continuing supervisory jurisdiction over the District (FBC MUD #2).
